Why count the rebates I give up?
The spend you move to the new card would have earned rebates on your current card. That lost rebate is part of the cost.
Is spending more to qualify ever fine?
Only if you bring forward something you were going to buy anyway, such as a bill you can pay by card or a planned purchase. Buying extra things just for the gift usually costs more than the gift is worth.
