BTO: Build-To-Order

Housing

A new HDB flat sold by ballot before it is built. You usually wait a few years for the keys.

BTO stands for Build-To-Order: new HDB flats that are sold before they are built. HDB launches projects in sales exercises several times a year, applicants ballot for a queue number, and those who get a flat wait for it to be completed, typically a few years.

BTO flats are the cheapest way into home ownership in Singapore, especially with CPF housing grants for first-timers. Flats are classed as Standard, Plus or Prime depending on location, and Plus and Prime flats come with stricter resale conditions and a longer minimum occupation period.

Eligibility depends on citizenship, family status, age and an income ceiling. Check HDB’s site for the current rules before you apply.
